Terms of Service

1. Summary

ipapi.is proudly provides the ipapi.is API for your use, herein referred to as "Customer". We encourage responsible utilization of our API. Please note that any misuse, including but not limited to, creating multiple accounts, engaging in fraudulent activities, or unauthorized use of payment methods, will result in the termination of API keys and accounts. Your cooperation in maintaining the integrity of our services is greatly appreciated.

Subscription fees for paid accounts are either billed monthly or annually, depending on the agreement. Subscribers and ipapi.is may cancel the subscription at the end of each billing cycle (monthly or annually, depending on the agreement). However, we do not offer refunds. The free account tier is designated for testing and development purposes only and must not be used in commercial products. Additionally, creating multiple accounts to increase free tier API credits is prohibited.

You own the personal data that you provide to ipapi.is; we only act as processors of that data. If you require a copy of our Data Processing Agreement (DPA) for GDPR compliance, please reach out to info@ipapi.is.

Please be advised that the Terms of Service ("Terms"), functionalities of the ipapi.is API, and our pricing structure are subject to modification at our discretion. In the event of any changes to our pricing, we will provide you with at least 30 days' prior notice. While we endeavor to inform you about significant alterations to the Terms, we cannot assure comprehensive notification for all updates.

Our commitment at ipapi.is is to offer high-quality data through the ipapi.is API, striving for accuracy and reliability. Despite our best efforts, we acknowledge that inaccuracies may occur. As such, ipapi.is shall not be liable for any damages or losses resulting from the use of the ipapi.is API. It is important to understand that using the ipapi.is API and its services is at your own risk, and ipapi.is cannot be held responsible for any direct, indirect, incidental, special, consequential, or exemplary damages arising from such use.

2. API Data and Database Usage Terms

ipapi.is provides IP intelligence "Database Products" to its customers. These products are databases in CSV or MMDB format, available for purchase and download:

  • Business Subscription
  • IP to Hosting Database
  • IP to Geolocation Database
  • IP to ASN Database
  • IP to VPN Database

Additionally, ipapi.is offers "API Data Subscriptions," allowing you, "the Customer," to query any IPv4 or IPv6 address via the ipapi.is API.

In summary, ipapi.is provides two classes of products:

  • "Database Products"
  • "API Data Subscriptions"

2.1. Business Subscription

The business subscription is described here: Business Subscription.

The business subscription contains all the data that is necessary to obtain the same data as using the API directly. Database formats are either in CSV, JSON or MMDB.

Most databases are updated on a daily basis. Some database are not updated on a daily basis, but at least once per week. For example, the geolocation database is not updated daily, since the underlying data does not change that often. The Abuser IP Database, which sources the is_tor, is_proxy and is_abuser fields is updated on a daily basis for instance.

2.2. License Grant & Permitted Purposes

Upon successful purchase or subscription, ipapi.is grants you a limited, non-exclusive, non-transferable, non-sublicensable, revocable license to access and use the Database Products and API Data Subscriptions solely for the internal business purposes of the single legal entity that entered into these Terms. Any contractor or affiliate that accesses the data must do so exclusively on your behalf, under written confidentiality obligations at least as strict as these Terms, and must not retain or reuse the data for its own benefit.

You may use and process the data only to support internal decision-making, analytics, fraud prevention, security, personalization, and operational workflows directly tied to your products or services. Acceptable examples include:

  • Using API responses or database entries to score, block, or challenge potentially malicious clients in your applications or infrastructure.
  • Enriching log files or analytics systems to inform routing, localization, personalization, or abuse investigations, provided the enriched data is not re-distributed externally.
  • Displaying enriched IP intelligence to your employees or contractors inside internal dashboards that cannot be queried or exported by the general public.
  • Sharing limited excerpts for customer support or marketing communications so long as no recipient can enumerate the underlying dataset and each disclosure contains less than 1% of the full database or 10,000 records (whichever is smaller).
  • Caching API query results for up to 30 days solely for resiliency or performance reasons, after which the data must be refreshed or deleted.

Any derived metrics or scoring models must irreversibly transform the data so that a third party cannot reconstruct more than a negligible portion of the source database. Publicly displayed data must remain purely illustrative, aggregated, or sampled, and must never enable interactive querying of the underlying ipapi.is dataset. Unless we enter into a separate written agreement, a "negligible portion" means no more than 1% of a database or 10,000 records (whichever is smaller) in aggregate over a rolling 30-day period.

2.3. Restrictions and Prohibited Uses

You are strictly prohibited from the following uses of ipapi.is data and databases:

  • Reselling or Redistribution: You may not resell, sublicense, lease, rent, transfer, or distribute ipapi.is data to third parties in any medium, including by exposing identical or trivially modified copies (such as reformatting columns, renaming fields, or adding superficial metadata). Sharing more than a negligible portion of the database—defined as more than 1% or 10,000 records, whichever is smaller—in any rolling 30-day period is strictly prohibited.
  • Intermediary or White-Label Use: You may not use the data to operate an IP intelligence, threat-intelligence, geolocation, or similar service that competes with ipapi.is, nor may you make the data available through an API, downloadable feed, or subscription product for the benefit of third parties.
  • Public Sharing: You may not publish or disclose ipapi.is data in a manner that allows the general public or third parties to enumerate, export, scrape, or otherwise access more than a negligible portion of the dataset. Any public example or marketing material must be redacted and must not allow automated collection.
  • Data Manipulation: Modifying the data in a trivial manner to disguise its origin or to facilitate redistribution, resale, or matching against other databases for the benefit of third parties is prohibited.
  • External Access: You may not grant any third party (including affiliates, contractors, or service providers) persistent access to ipapi.is data unless they are bound by written agreements that (a) limit use to your direct benefit, (b) prohibit retention after services end, and (c) comply with these Terms. You remain responsible for any use by such parties.
  • Cloning, Reverse Engineering, or Derivative Products: Creating derivative databases, machine-learning models, or services that permit extraction or reconstruction of the original data, or training models for the purpose of competing with or replicating ipapi.is products, is prohibited.
  • Unauthorized Use: Using the data in violation of applicable law, regulatory requirements, sanctions regimes, or the rights of any third party is not allowed. Circumventing rate limits, security controls, or payment requirements is also prohibited.

2.4. Data Protection and Security

You must implement reasonable security measures to protect ipapi.is data from unauthorized access, disclosure, alteration, or destruction. This includes, but is not limited to:

  • Storing data in a secure manner that prevents unauthorized access or leaks.
  • Ensuring that only authorized personnel within your organization have access to the data.
  • Regularly reviewing and updating your security practices to align with industry standards and regulatory requirements.
  • Encrypting data at rest and in transit using industry-standard encryption methods.
  • Implementing access controls and authentication mechanisms to ensure only authorized use of the data.
  • Notifying ipapi.is at info@ipapi.is within 72 hours of becoming aware of any actual or suspected unauthorized access, breach, or misuse of the data.

2.5. Data Retention, Redistribution, and Derivative Works

You may retain ipapi.is data only for as long as you maintain an active subscription and solely for the permitted purposes above. You must delete or overwrite superseded versions of the databases within 90 days of receiving an updated release, unless a longer retention period is required by law. After any subscription lapses or is terminated, all copies—including backups and cached API responses—must be permanently destroyed within 30 days, and you must provide written certification of deletion upon request.

Derived works, analytics models, or scoring systems that rely on ipapi.is data must meaningfully transform the data and may not allow downstream users to recover more than a negligible portion of the dataset. Any external report or visualization must combine ipapi.is data with other independent data sources or statistical techniques such that the original rows cannot be reverse engineered.

2.6. Compliance, Reporting, and Auditing

You agree to comply with all applicable laws and regulations regarding the use of ipapi.is data. You must maintain accurate usage logs, API credentials, and access controls for at least twelve (12) months and provide ipapi.is with reasonable assistance to investigate suspected violations. ipapi.is reserves the right to audit your use of the data (remotely or on-site) upon reasonable notice. You must provide access to relevant records, systems, and personnel, and promptly correct any identified non-compliance at your own expense. Failure to cooperate is grounds for suspension or termination.

2.7. Termination of Use

ipapi.is may suspend or terminate your access to its databases and API services for any violation or suspected violation of these Terms, suspected unauthorized use, overdue invoices, or legal/regulatory requirements. Upon termination, you must immediately cease all use, disable API calls, delete every copy of the data (including derived datasets that depend primarily on ipapi.is data), and provide written certification of deletion within ten (10) days. ipapi.is may pursue injunctive relief or damages for any continued use after termination.

2.8. Amendments to Terms

ipapi.is may amend these terms from time to time. Any amendments will be communicated to you and will become effective upon such notice. Continued use of ipapi.is products after such notice will constitute your acceptance of the amended terms. If you do not agree to the amended terms, you must discontinue use of the services and notify ipapi.is of your intention to terminate your subscription.

3. Accepting these Terms

If you access or use the Service, it means you agree to be bound by all of the terms. So, before you use the Service, please read all of the terms. If you don't agree to all of the terms, please do not use the Service. Also, if a term does not make sense to you, please let us know by e-mailing info@ipapi.is.

If you are accepting these terms on behalf of an organization, you represent and warrant that you have the authority to bind the organization to these terms. If you do not have such authority, you must not use the Service on behalf of your organization.

4. Changes to these Terms

We reserve the right to modify these Terms at any time. For instance, we may need to change these Terms if we come out with a new feature or for some other reason.

Whenever we make changes to these Terms, the changes are effective immediately after we post such revised Terms (indicated by revising the date at the top of these Terms) or upon your acceptance if we provide a mechanism for your immediate acceptance of the revised Terms (such as a click-through confirmation or acceptance button). It is your responsibility to check ipapi.is for changes to these Terms.

If you continue to use the Service after the revised Terms go into effect, then you have accepted the changes to these Terms. If you do not agree to the new terms, you must stop using the Service and notify us of your decision to terminate your subscription.

5. Privacy Policy

6. Third-Party Services

From time to time, we may provide you with links to third party websites or services that we do not own or control. Your use of the Service may also include the use of applications that are developed or owned by a third party. Your use of such third party applications, websites, and services is governed by that party's own terms of service or privacy policies. We encourage you to read the terms and conditions and privacy policy of any third party application, website or service that you visit or use.

7. Creating Accounts

When you create an account or use another service to log in to the Service, you agree to maintain the security of your password and accept all risks of unauthorized access to any data or other information you provide to the Service.

If you discover or suspect any Service security breaches, please let us know as soon as possible.

8. Your Content & Conduct

Our Service allows you and other users to post, link and otherwise make available content. You are responsible for the content that you make available to the Service, including its legality, reliability, and appropriateness.

When you post, link or otherwise make available content to the Service, you grant us the right and license to use, reproduce, modify, publicly perform, publicly display and distribute your content on or through the Service. We may format your content for display throughout the Service, but we will not edit or revise the substance of your content itself.

Aside from our limited right to your content, you retain all of your rights to the content you post, link and otherwise make available on or through the Service.

You can remove the content that you posted by deleting it. Once you delete your content, it will not appear on the Service, but copies of your deleted content may remain in our system or backups for some period of time. We will retain web server access logs for a maximum of 7 days and then delete them.

You may not post, link and otherwise make available on or through the Service any of the following:

  • Content that is libelous, defamatory, bigoted, fraudulent or deceptive;
  • Content that is illegal or unlawful, that would otherwise create liability;
  • Content that may infringe or violate any patent, trademark, trade secret, copyright, right of privacy, right of publicity or other intellectual or other right of any party;
  • Mass or repeated promotions, political campaigning or commercial messages directed at users who do not follow you (SPAM);
  • Private information of any third party (e.g., addresses, phone numbers, email addresses, Social Security numbers and credit card numbers); and
  • Viruses, corrupted data or other harmful, disruptive or destructive files or code.

Also, you agree that you will not do any of the following in connection with the Service or other users:

  • Use the Service in any manner that could interfere with, disrupt, negatively affect or inhibit other users from fully enjoying the Service or that could damage, disable, overburden or impair the functioning of the Service;
  • Impersonate or post on behalf of any person or entity or otherwise misrepresent your affiliation with a person or entity;
  • Collect any personal information about other users, or intimidate, threaten, stalk or otherwise harass other users of the Service;
  • Create an account or post any content if you are not over 13 years of age years of age; and
  • Circumvent or attempt to circumvent any filtering, security measures, rate limits or other features designed to protect the Service, users of the Service, or third parties.

ipapi.is Materials

We put a lot of effort into creating the Service including, the logo and all designs, text, graphics, pictures, information and other content (excluding your content). This property is owned by us or our licensors and it is protected by U.S. and international copyright laws. We grant you the right to use it.

However, unless we expressly state otherwise, your rights do not include: (i) publicly performing or publicly displaying the Service; (ii) modifying or otherwise making any derivative uses of the Service or any portion thereof; (iii) using any data mining, robots or similar data gathering or extraction methods; (iv) downloading (other than page caching) of any portion of the Service or any information contained therein; (v) reverse engineering or accessing the Service in order to build a competitive product or service; or (vi) using the Service other than for its intended purposes. If you do any of this stuff, we may terminate your use of the Service.

10. Hyperlinks and Third Party Content

You may create a hyperlink to the Service. But, you may not use, frame or utilize framing techniques to enclose any of our trademarks, logos or other proprietary information without our express written consent.

ipapi.is makes no claim or representation regarding, and accepts no responsibility for third party websites accessible by hyperlink from the Service or websites linking to the Service. When you leave the Service, you should be aware that these Terms and our policies no longer govern.

If there is any content on the Service from you and others, we don't review, verify or authenticate it, and it may include inaccuracies or false information. We make no representations, warranties, or guarantees relating to the quality, suitability, truth, accuracy or completeness of any content contained in the Service. You acknowledge sole responsibility for and assume all risk arising from your use of or reliance on any content.

11. Legal Information

THE SERVICE AND ANY OTHER SERVICE AND CONTENT INCLUDED ON OR OTHERWISE MADE AVAILABLE TO YOU THROUGH THE SERVICE ARE PROVIDED TO YOU ON AN AS IS OR AS AVAILABLE BASIS WITHOUT ANY REPRESENTATIONS OR WARRANTIES OF ANY KIND. WE DISCLAIM ANY AND ALL WARRANTIES AND REPRESENTATIONS (EXPRESS OR IMPLIED, ORAL OR WRITTEN) WITH RESPECT TO THE SERVICE AND CONTENT INCLUDED ON OR OTHERWISE MADE AVAILABLE TO YOU THROUGH THE SERVICE WHETHER ALLEGED TO ARISE BY OPERATION OF LAW, BY REASON OF CUSTOM OR USAGE IN THE TRADE, BY COURSE OF DEALING OR OTHERWISE.

IN NO EVENT WILL ipapi.is BE LIABLE TO YOU OR ANY THIRD PARTY FOR ANY SPECIAL, INDIRECT, INCIDENTAL, EXEMPLARY OR CONSEQUENTIAL DAMAGES OF ANY KIND ARISING OUT OF OR IN CONNECTION WITH THE SERVICE OR ANY OTHER SERVICE AND/OR CONTENT INCLUDED ON OR OTHERWISE MADE AVAILABLE TO YOU THROUGH THE SERVICE, REGARDLESS OF THE FORM OF ACTION, WHETHER IN CONTRACT, TORT, STRICT LIABILITY OR OTHERWISE, EVEN IF WE HAVE BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES OR ARE AWARE OF THE POSSIBILITY OF SUCH DAMAGES. OUR TOTAL LIABILITY FOR ALL CAUSES OF ACTION AND UNDER ALL THEORIES OF LIABILITY WILL BE LIMITED TO THE AMOUNT YOU PAID TO ipapi.is. THIS SECTION WILL BE GIVEN FULL EFFECT EVEN IF ANY REMEDY SPECIFIED IN THIS AGREEMENT IS DEEMED TO HAVE FAILED OF ITS ESSENTIAL PURPOSE.

You agree to defend, indemnify and hold us harmless from and against any and all costs, damages, liabilities, and expenses (including attorneys' fees, costs, penalties, interest and disbursements) we incur in relation to, arising from, or for the purpose of avoiding, any claim or demand from a third party relating to your use of the Service or the use of the Service by any person using your account, including any claim that your use of the Service violates any applicable law or regulation, or the rights of any third party, and/or your violation of these Terms.

12. Copyright Complaints

We take intellectual property rights seriously. In accordance with the Digital Millennium Copyright Act ("DMCA") and other applicable law, we have adopted a policy of terminating, in appropriate circumstances and, at our sole discretion, access to the service for users who are deemed to be repeat infringers.

13. Governing Law

The validity of these Terms and the rights, obligations, and relations of the parties under these Terms will be construed and determined under and in accordance with the laws of the Laws of Germany, without regard to conflicts of law principles.

14. Jurisdiction

You expressly agree that exclusive jurisdiction for any dispute with the Service or relating to your use of it, resides in the courts of the Country of Germany and you further agree and expressly consent to the exercise of personal jurisdiction in the courts of the Country of Germany located in Berlin in connection with any such dispute including any claim involving Service. You further agree that you and Service will not commence against the other a class action, class arbitration or other representative action or proceeding.

15. Termination

If you breach any of these Terms, we have the right to suspend or disable your access to or use of the Service. In case of such termination, you must cease all use of the Service and delete any data obtained from the Service. We may also terminate your access to the Service at our discretion, with or without notice, if we believe your use of the Service poses a security risk, violates any applicable law, or could adversely impact ipapi.is or its users.

Upon termination, all provisions of these Terms that by their nature should survive termination shall survive, including, without limitation, ownership provisions, warranty disclaimers, indemnity, and limitations of liability.

16. Entire Agreement

These Terms constitute the entire agreement between you and ipapi.is regarding the use of the Service, superseding any prior agreements between you and ipapi.is relating to your use of the Service.

17. Feedback

Please let us know what you think of the Service, these Terms and, in general, ipapi.is. When you provide us with any feedback, comments, or suggestions about the Service, these Terms and, in general, ipapi.is, you irrevocably assign to us all of your right, title, and interest in and to your feedback, comments, and suggestions, including any intellectual property rights therein.

You agree that ipapi.is is free to use your feedback, comments, and suggestions in any manner and for any purpose, without any restriction or obligation to you.
